 "those that dwell on the earth." The latter does not mean men in earth merely; it carries a moral force with it, and means those who are essentially earthly-minded, who do not in heart and ways rise above the earth. (Lectures on Revelation 11:1-18 by W. Kelly)

The oldest MSS. have "rejoice," but the T. R. and many other MSS. have "will rejoice." In the RV "rejoice" without "shall" stands on good authority, but not so "make merry," though in the best copies, still less "send," where even the Revisers give the future.
