Concise Bible Dictionary:

In Psalm 58:55Which will not hearken to the voice of charmers, charming never so wisely. (Psalm 58:5) and Jeremiah 8:1717For, behold, I will send serpents, cockatrices, among you, which will not be charmed, and they shall bite you, saith the Lord. (Jeremiah 8:17) the allusion is to those who can charm serpents, probably by soft and gentle sounds. In Deuteronomy 18:1111Or a charmer, or a consulter with familiar spirits, or a wizard, or a necromancer. (Deuteronomy 18:11) and Isaiah 19:33And the spirit of Egypt shall fail in the midst thereof; and I will destroy the counsel thereof: and they shall seek to the idols, and to the charmers, and to them that have familiar spirits, and to the wizards. (Isaiah 19:3) it is associated with idolatry and sorcerers: these also carry on their incantations with low mutterings. See DIVINATION.
