Boyd’s Bible Dictionary:

(waffle). Among Hebrews a thin cake of fine flour used in offerings. The flour was wheaten and the wafers were unleavened and anointed with oil (Ex. 16:31; 29:2,2331And the house of Israel called the name thereof Manna: and it was like coriander seed, white; and the taste of it was like wafers made with honey. (Exodus 16:31)
2And unleavened bread, and cakes unleavened tempered with oil, and wafers unleavened anointed with oil: of wheaten flour shalt thou make them. (Exodus 29:2)
