If you get an earthly people spoken of, “from the foundation of the world” is the word used; but if it be the present moment of the richest display of the grace of God, and the Church comes in, you get “before” the foundation of the world. (Compare Eph. 1:4; Titus 1:2; and 1 Peter 1:20 with Matt. 25:34; Rev. 13:8, and Rev. 17:8). The moment the world came in, God said, I am going to have a people in the world (the Jews), but the Church does not belong to the world at all; the Church is a heavenly thing, was thought of in eternity, and belongs to eternity. (Our Heavenly Calling by W.T.P. Wolston)
As Christ was foreknown and loved by the Father (John 17:24) "before" then, so did God choose in Christ us who now believe "before" the world's foundation, that we should be holy and unblemished before Him in love. It is easy for a Christian to understand Christ foreknown before time began; but how wondrous the grace that God chose us to such an association and for such a purpose! (1 Peter 1:20-21 by W. Kelly)
The Lamb of God was ordained in eternity, but manifested in time. He appeared “in these last times” (ch. 1:20)—the “end of the world,” (James 4:4) or the “consummation of the ages”(Heb. 9:26). (1 Peter 1 by F.B. Hole)

J. N. Darby Translation

+
20
foreknown indeed before the foundation of the world, but who has been manifested at the end of times for your sakes,

W. Kelly Translation

+
20
foreknowna indeed before [the] world’s foundation, but manifested at [the] last of the timesb for your sake,

WK Translation Notes

a
"Foreordained" goes beyond the word which ought to be rendered faithfully. The absence of the article forbids "who was"; it is assumed rather than asserted.
b
The most ancient and best MSS. give this sense; not "at the last time" according to earlier editors.
