a merciful.
to make.
 Reconciliation is of persons, as well as of creation; but for sins is not justifiable. Propitiation or atonement for them is correct. (Hebrews 2:16-18 by W. Kelly)
 He was to present them now before God, according to the efficacy of the work which He had accomplished for them; He would become a priest, being able through His life of humiliation and trial here below to sympathize with His own in all their conflicts and difficulties. (Hebrews 2 by J.N. Darby)

J. N. Darby Translation

+
17
Wherefore it behoved himb in all things to be made like to his brethren, that he might be a merciful and faithful high priest in things relating to God, to make propitiation for the sins of the people;

b
He speaks, I apprehend, historically; it was necessary for him to do this by the alleged reason, not his present judgment of divine necessity or purpose. "Has behoved" would speak more of continuance. It behoved him when he became a man. It is what he became as man, not what he took on him.

W. Kelly Translation

+
17
Wherefore it behoved him in all things to be made like to his brethren, that he might bea a merciful and faithful high priest in things relating to God, to make propitiationb for the sins of the people;

WK Translation Notes

a
Some Revisers prefer "become" to "be" a merciful etc. Those who adhere to "be" as in the KJV, do not differ in sense, believing that our Lord only entered on His proper priestly functions when He ascended on high. If He were on earth, He would not even be a priest, there being those who offered the gifts according to the law. His is a heavenly priesthood.
b
The English versions are various, and none of them exact, yet there is no uncertainty as to the sense; "propitiation" very properly replaces "reconciliation."
