allusion is to those who
can
charm
serpents, probably by soft and gentle sounds. In
Deuteronomy 18:11

Or a charmer, or a consulter with familiar spirits, or a wizard, or a necromancer. (Deuteronomy 18:11)
and
Isaiah 19:3
