Heb. 8:8‑12• 8For finding fault, he says to them, Behold, days come, saith the Lord, and I will consummate a new covenant as regards the house of Israel, and as regards the house of Juda;
9not according to the covenant which I made to their fathers in the day of my taking their hand to lead them out of the land of Egypt; because *they* did not continue in my covenant, and *I* did not regard them, saith the Lord.
10Because this is the covenant that I will covenant to the house of Israel after those days, saith the Lord: Giving my laws into their mind, I will write them also upon their hearts; and I will be to them for God, and *they* shall be to me for people.
11And they shall not teach each his fellow-citizen, and each his brother, saying, Know the Lord; because all shall know me in themselves, from the little one among them unto the great among them.
12Because I will be merciful to their unrighteousnesses, and their sins and their lawlessnesses I will never remember any more.
(Heb. 8:8‑12)

Jer. 31:33‑34• 33For this is the covenant that I will make with the house of Israel, after those days, saith Jehovah: I will put my law in their inward parts, and will write it in their heart; and I will be their God, and they shall be my people.
34And they shall teach no more every man his neighbour, and every man his brother, saying, Know Jehovah; for they shall all know me, from the least of them unto the greatest of them, saith Jehovah: for I will pardon their iniquity, and their sin will I remember no more.

Rom. 11:27• 27And this is the covenant from me to them, when I shall have taken away their sins. (Rom. 11:27)
 It is interesting also to observe how carefully scripture avoids the error of assuming that the new covenant expresses our standing. The blood of it is shed; the spiritual blessedness of it is ours who believe. But its strict and full import awaits the house of Israel and the house of Judah at a future day. (Hebrews 10:15-25 by W. Kelly)
 God remembered no more the sins of His people who are sanctified and admitted into His favor, and which, at the same time, presented these two thoughts; first, that this complete pardon did not exist under the first covenant: and, second, that the door is left open for the blessing of the nation when the new covenant shall be formally established. (Hebrews 10 by J.N. Darby)

Or "minds." see ch. 8.10. The words "it is said" could be added before "and their sins, etc.", to give the sense.

I see no need for marking the apodosis formally at the end of the verse, "then saith he."
