Rom. 9:6‑7• 6Not as though the word of God hath taken none effect. For they are not all Israel, which are of Israel:
7Neither, because they are the seed of Abraham, are they all children: but, In Isaac shall thy seed be called.

Luke 16:23‑31• 23And in hell he lift up his eyes, being in torments, and seeth Abraham afar off, and Lazarus in his bosom.
24And he cried and said, Father Abraham, have mercy on me, and send Lazarus, that he may dip the tip of his finger in water, and cool my tongue; for I am tormented in this flame.
25But Abraham said, Son, remember that thou in thy lifetime receivedst thy good things, and likewise Lazarus evil things: but now he is comforted, and thou art tormented.
26And beside all this, between us and you there is a great gulf fixed: so that they which would pass from hence to you cannot; neither can they pass to us, that would come from thence.
27Then he said, I pray thee therefore, father, that thou wouldest send him to my father's house:

Gal. 4:22‑31• 22For it is written, that Abraham had two sons, the one by a bondmaid, the other by a freewoman.
23But he who was of the bondwoman was born after the flesh; but he of the freewoman was by promise.
24Which things are an allegory: for these are the two covenants; the one from the mount Sinai, which gendereth to bondage, which is Agar.
25For this Agar is mount Sinai in Arabia, and answereth to Jerusalem which now is, and is in bondage with her children.
26But Jerusalem which is above is free, which is the mother of us all.
27For it is written, Rejoice, thou barren that bearest not; break forth and cry, thou that travailest not: for the desolate hath many more children than she which hath an husband.
28Now we, brethren, as Isaac was, are the children of promise.
29But as then he that was born after the flesh persecuted him that was born after the Spirit, even so it is now.
30Nevertheless what saith the scripture? Cast out the bondwoman and her son: for the son of the bondwoman shall not be heir with the son of the freewoman.
31So then, brethren, we are not children of the bondwoman, but of the free.

in the steps.
That he might be the father of all believers who were in the same state of uncircumcision, that righteousness might be imputed to them also; and the father of circumcision—that is, the first model of a people truly set apart for God. (Romans 4 by J.N. Darby)
Paul has already shown in Rom. 2:28-29 that those who are in the bloodline of Abraham, and have the outward "sign of circumcision" in their bodies, are the seed of Abraham (as descendants), but if they don't have Abraham's faith, they are not his children (spiritually). Hence, all (including Gentiles) who walk in "that faith of our father Abraham" have him as their father spiritually. (The Righteousness of Faith: Romans 4 by B. Anstey)

"Father of circumcision" means, he in whom real separation to God was first publicly established. Perhaps "of the faith, during [his] uncircumcision, of our father Abraham" may be clearer.
