(use). Exorbitant or unlawful interest for money loaned; but in a Bible sense the taking of any interest at all. The law of Moses prohibited Hebrews from exacting interest of one another on loans, though not of foreigners (Lev. 25:36-3736Take thou no usury of him, or increase: but fear thy God; that thy brother may live with thee. 37Thou shalt not give him thy money upon usury, nor lend him thy victuals for increase. (Leviticus 25:36‑37); Deut. 23:19-2019Thou shalt not lend upon usury to thy brother; usury of money, usury of victuals, usury of any thing that is lent upon usury: 20Unto a stranger thou mayest lend upon usury; but unto thy brother thou shalt not lend upon usury: that the Lord thy God may bless thee in all that thou settest thine hand to in the land whither thou goest to possess it. Concise Bible Dictionary:

This word does not in scripture signify, as now, undue interest, but simply interest of any kind. The Israelites were forbidden to require interest from their brethren, always supposing the person having the loan to be poor, otherwise he would not need to borrow; to strangers, however, they were allowed to lend on interest (Ex. 22:2525If thou lend money to any of my people that is poor by thee, thou shalt not be to him as an usurer, neither shalt thou lay upon him usury. (Exodus 22:25); Lev. 25:35-3835And if thy brother be waxen poor, and fallen in decay with thee; then thou shalt relieve him: yea, though he be a stranger, or a sojourner; that he may live with thee. 36Take thou no usury of him, or increase: but fear thy God; that thy brother may live with thee. 37Thou shalt not give him thy money upon usury, nor lend him thy victuals for increase. 38I am the Lord your God, which brought you forth out of the land of Egypt, to give you the land of Canaan, and to be your God. On the return of the Jews, Nehemiah sharply rebuked the nobles and the rulers for taking interest of their poorer brethren (Neh. 5:3-133Some also there were that said, We have mortgaged our lands, vineyards, and houses, that we might buy corn, because of the dearth. 4There were also that said, We have borrowed money for the king's tribute, and that upon our lands and vineyards. 5Yet now our flesh is as the flesh of our brethren, our children as their children: and, lo, we bring into bondage our sons and our daughters to be servants, and some of our daughters are brought unto bondage already: neither is it in our power to redeem them; for other men have our lands and vineyards. 6And I was very angry when I heard their cry and these words. 7Then I consulted with myself, and I rebuked the nobles, and the rulers, and said unto them, Ye exact usury, every one of his brother. And I set a great assembly against them. 8And I said unto them, We after our ability have redeemed our brethren the Jews, which were sold unto the heathen; and will ye even sell your brethren? or shall they be sold unto us? And all the congregation said, Amen, and praised the Lord. And the people did according to this promise. (Nehemiah 5:3‑13)). Scripture strictly enjoins the rich to help the poor. The only mention of usury in the New Testament is in the parables of the Talents and the Pounds, where the master blamed the servant for not putting the gifts into use, so that he might have received his own with interest, or increase (Matt. 25:2727Thou oughtest therefore to have put my money to the exchangers, and then at my coming I should have received mine own with usury. (Matthew 25:27); Luke 19:2323Wherefore then gavest not thou my money into the bank, that at my coming I might have required mine own with usury? (Luke 19:23)).
