 The temple and the holy city had been rebuilt during the sovereignty of Persia. The temple services were organized at the period spoken of, whatever the state of the people and the corruption into which they had fallen; and provision had been made in measure for their government according to Jewish customs and forms. The “host of heaven” will thus signify those who held the place of authority in the Jewish polity, those who occupied, by whatever means, positions of responsibility in the government of the Jewish people.
