both.
• This [v.5-7] is the second part. Not only is the harlot's day over, but the consummation of the bride's blessing is come. (“Lectures on Revelation 19” by W. Kelly)
• In some of the past scenes, where a body of witnessing and suffering saints were in view, the altar came into prominence, but here it is direct judgment upon evil on the earth, for God is upon His throne, as Christ is about to sit on His. The very throne is moved to speech (symbolic, of course); thus from the center and source of government—the terror of the wicked, the joy of the saints—goes forth a call to “praise.” (“Revelation 19: The Marriage of the Lamb” by W. Scott)
• Here the terms are sufficiently wide to embrace every soul in Heaven—angels, servants, and every redeemed one. (“Revelation 19: The Marriage of the Lamb” by W. Scott)

J. N. Darby Translation

And a voice came out of the throne, saying, Praise our God, all ye his bondmen, and ye that fear him, small and great.

W. Kelly Translation

And a voicea came forth out ofb the thronec, saying, Praise our God, all ye his servants, andd ye that fear hime, the little and the great.

WK Translation Notes

+
a
The Sinaitic MSS. is very wrong in reading the plural "voices" for "a voice."
b
The common text "out of" is superior to "from," as given in some MSS.
c
"The throne" (dative) is supported by the best copies against "the throne" (genitive), as in many other MSS.
d
The word "and" before "ye that fear him" does not have the excellent authority of some MSS., but it has large support.
e
"Both" should vanish before "small" (the little) as in the Complutensian against the T. R. Compare chap. 11:18, which confirms the copulative in the first case, not in the last.
