 The Apostle John shows us in the Revelation the new heaven and the new earth, not in a relative sense but in the most absolute. In the Old Testament [Isaiah 65] they are limited, because connected with Israel upon the earth. (Lectures on Revelation 21: Part 1 by W. Kelly)
 But when time is done — when there is no longer the natural life that is sustained by God — when the millennium shall have yielded the brightest witness to this as well as to every other fruit of His wisdom and goodness and power — a new state of things altogether will ensue, and this perfect and everlasting. Apēlthan (had passed away) is right, not marēlthen (were passed away) as in the Compl. edition as well as the T. R. and other later MSS. The true reading is more energetic.

The last clause is singularly tampered with in the Alexandrian MSS., "I saw the sea no more," which is quite short of the truth conveyed. So Dusterdieck is all wrong in talking about a new sea, for the text clearly distinguishes "the sea" from what is said of the first heaven and the first earth.
