This was literally “one who carried a rod:” an inferior Roman officer who attended the magistrates to execute their orders, otherwise called a LICTOR (Acts 16:35,3835And when it was day, the magistrates sent the serjeants, saying, Let those men go. (Acts 16:35)
38And the serjeants told these words unto the magistrates: and they feared, when they heard that they were Romans. (Acts 16:38)). They carried a bundle of rods, in the center of which was an ax.
