 Belial seems in a veiled way to stand for Satan. It really means that which is worthless, but is generally used as that which is opposed to God. So that a witness of Belial would be one who is ungodly, and who therefore scorns judgment and correction. His mouth devours iniquity. It is his food; he lives upon it. (Proverbs Nineteen by H.A. Ironside)
