13These all died in faith, not having received the promises, but having seen them afar off, and were persuaded of them, and embraced them, and confessed that they were strangers and pilgrims on the earth.
14For they that say such things declare plainly that they seek a country.
15And truly, if they had been mindful of that country from whence they came out, they might have had opportunity to have returned.

Heb. 10:1‑14• 1For the law having a shadow of good things to come, and not the very image of the things, can never with those sacrifices which they offered year by year continually make the comers thereunto perfect.
2For then would they not have ceased to be offered? because that the worshippers once purged should have had no more conscience of sins.
3But in those sacrifices there is a remembrance again made of sins every year.

8Above when he said, Sacrifice and offering and burnt offerings and offering for sin thou wouldest not, neither hadst pleasure therein; which are offered by the law;

 Chapter 3:21 reverts in fact to Rom 1:17; what comes between is the demonstration of the ground of Rom 1:18, which made the righteousness of verse 17 imperatively necessary. (Romans 3:21-31 by J.N. Darby)
 In chapters 3:21-5:11, Paul explains that the righteousness of God has met the need of man's estrangement from God by securing redemption, forgiveness, justification, and reconciliation for those who believe. (God's Righteousness Declared in the Gospel: Romans 3:21-8:39 by B. Anstey)
 Deliverance from the PENALTY of sins—through justification and reconciliation (chap. 3:21-5:11). (God's Righteousness Declared in the Gospel: Romans 3:21-8:39 by B. Anstey)
 The manifesting of the righteousness of God points to something that God has done at the cross and has made known through the gospel for all to understand and believe. (Deliverance From the Penalty of Sins: Romans 3:21-5:11 by B. Anstey)
 By stating that the righteousness of God is "apart" from the Law, Paul was indicating that this blessing that God has for man has been secured on an entirely different principle than that of man's performance. The righteousness of God, therefore, is not about man's works; it is about God's work. (Deliverance From the Penalty of Sins: Romans 3:21-5:11 by B. Anstey)
 "Being witnessed by the law and the prophets." This means that the righteousness of God in providing salvation for men was foretold in the types and shadows of the Law, and it was also announced by Israel's prophets (see chapter 1:2). There are a number of such references to these things in the Old Testament. For instance, on the Day of Atonement (Leviticus 16) the high priest put blood from a victim "upon the mercy seat." (Deliverance From the Penalty of Sins: Romans 3:21-5:11 by B. Anstey)
 "A man's being righteous is his standing in the sight of God, not a quantum of righteousness transferred to him" (Collected Writings, vol. 23, p. 254). (Deliverance From the Penalty of Sins: Romans 3:21-5:11 by B. Anstey)
