Urijah.
 He finds a high priest to accomplish this act of sacrilege. 2 Chronicles 28:22 tells us that Ahaz sacrificed to the gods of Damascus, for to burn a sacrifice upon an altar other than the brazen altar was to sacrifice to false gods. (Ahaz, King of Judah: 2 Kings 16 by H.L. Rossier)
