8The beast that thou sawest was, and is not; and shall ascend out of the bottomless pit, and go into perdition: and they that dwell on the earth shall wonder, whose names were not written in the book of life from the foundation of the world, when they behold the beast that was, and is not, and yet is.

I am inclined to think that the wounded head was the imperial form of government. (Comp. Rev. 17: 10.) The heads that were, as we have seen, connected with the dragon (Rev. 12: 3) as well as with the beast, represent the different forms of power which had existed successively. Of these one was to be lost, as it were wounded to death, but at this time was to be revived again through Satanic agency. (Brief Exposition of Revelation 13 by A.J. Pollock)

J. N. Darby Translation

+
3
and one of his heads was as slain to death, and his wound of death had been healed: and the whole earth wondered after the beast.

W. Kelly Translation

+
3
And I sawa one of his heads as slainb unto death; and his deadly woundc was healed: and the whole earth wondered after the beast.

WK Translation Notes

+
a
The RV rightly prints "I saw" in italics (as doubtful), in accordance with the Complutensian edition; Erasmus ventured to insert it, probably following Latin copies (and not the best). I am unaware of any cursive MS. save one which reads the word.
b
The word is not "wounded," as in the KJV, nor yet "smitten," as in the RV, but "slain."
c
Or, "the stroke of his death." "Death-stroke" well renders the words.
