These animated interrogatives were intended to convince the people that they had cause for alarm, as their monstrous iniquities called down the vengeance of God to punish them with these calamities.

 Not moral evil: Jehovah never does anything of the sort. It is impossible that God should be tempted with evils in that sense, neither tempteth He any man. But evil here and in other places means execution of judgment. (Amos 3 by W. Kelly)
