 {v.7-8} Moses told the people that even then, if they would turn to the Lord in faith ("with all thine heart, and with all thy soul"), He would still bless them in the context of that legal system. They wouldn't have to do anything to merit this favor; They wouldn't have to go up to heaven or across the sea, because the legal commandments were right there before them—in their mouth and in their heart—waiting to be obeyed.
