Rev. 13:12‑17• 12And all the authority of the first beast he exerciseth before him, and causeth the earth and those that dwell therein to worship the first beast, whose deadly wound was healed.
13And he doeth great signs, so that even fire he maketh come down out of the heaven unto the earth before men;
14and he deceiveth those that dwell on the earth because of the signs which it was given him to do before the beast, saying to them that dwell on the earth, that they should make an image to the beast, who hath the wound of the sword and lived.
15And it was given him to give breath to the image of the beast, that the image of the beast should both speak and cause [that] as many as would not worship the image of the beast should be killed.
16And he causeth all, the little and the great, and the rich and the poor, and the free and the bond, that they should give them a mark on their right hand, or upon their forehead,
17and that no one may be able to buy or sell, save he that hath the mark, the name of the beast, or the number of his name.

Rev. 15:2• 2And I saw as a sea of glass mingled with fire, and those that won the victory over the beast, and over his image and over the number of his name, standing upon the sea of glass, having harps of God. (Rev. 15:2)

(Rev. 17:8)
and they.
The "they" in that verse refers to the four and twenty elders, who sit upon thrones, and then the souls of the beheaded are seen, immediately before the statements of "the first resurrection." (Brief Exposition of Revelation 20 by A.J. Pollock)
Evidently therefore verses 4-6 form a parenthesis — important, no doubt, but still a parenthesis, and not a part of the regular history found here. (Lectures on Revelation 20: Part 2 by W. Kelly)
God felt deeply for His saints. They were under keen trial and temptation. He takes pains to show that, if they had suffered, they were also to reign with Him. And therefore, as it seems to me, it is not there said, I saw a great throne, but "I saw thrones." (Lectures on Revelation 20: Part 2 by W. Kelly)
Those in question reign over the earth. I say, "over the, earth," for there is no reason to believe that this world will be the home of the risen saints of God. They may visit it from time to time, as we know the Lord Himself will; but their proper dwelling-place will not be the earth. (Lectures on Revelation 20: Part 2 by W. Kelly)
[I saw thrones] Those who followed the Lord from heaven to war are now His companions in His government of the earth. (Lectures on Revelation 20: Part 2 by W. Kelly)
"They lived." They are now seen, just before the reign, united to their bodies; and, together with those that had been previously raised and already seen enthroned, they reigned with Christ a thousand years. (Lectures on Revelation 20: Part 2 by W. Kelly)
For if I am to judge the world then, God would not have me meddling with the world now. (Lectures on Revelation 20: Part 2 by W. Kelly)
"They lived and reigned with Christ a thousand years." Christ Himself was present, and He is the centre of all glory, and blessing, and joy. In Rev. 19 we had Christ and them coming out of heaven in judgment, and thereon in Rev. 20 the kingdom is established in peace over the earth. (Lectures on Revelation 20: Part 2 by W. Kelly)
First, there are those who sit on the thrones, invested with royal judgment; next, there are those who were beheaded for the witness of Jesus and for the word of God; and, thirdly, their brethren who, as it was said in Revelation 6, had yet to be completed. These, when the beast brought out his idolatry, etc., and it was a question of being killed or of worshipping him, refused. . . they were faithful unto death. (Lectures on Revelation 20: Part 2 by W. Kelly)
God puts off their resurrection till just before Christ's reign, and then those that had meanwhile suffered for Him are raised up. (Lectures on Revelation 20: Part 2 by W. Kelly)
Of course Rev. 21:9-27; 22:1-5 gives us the Church as the center of administration during the Millennium, throwing much light on the subject, as also do Old Testament prophecies, such as Isa. 65:17-25. (Lectures on Revelation 20: Part 2 by W. Kelly)

And I saw thronesa, and they sat upon them, and judgment was given to themb; andc the souls of those beheaded because of the testimony of Jesus and because of the word of Godd; and those who had not worshipped the beast nor his image and had not received the mark upon their forehead and upon their hand: and they lived and reigned with Christ [the] thousand years.

a
Beginning with Wycliffe. the English versions give "seats," instead of "thrones," most incongruously.
b
The colon is all right in the RV after "unto them" in the earliest part of the verse; because these were already changed and had followed the Lord in glorified bodies out of heaven, as seen in chap. 19:14, and consequently were described as seated upon thrones.
c
Mr. Tregelles says there is a parallel Greek construction in this sentence as is found in {vi 30705}{/vi}. In each case, there is a general statement, followed by "and those"; not as some class added to the general statement, but as expressing some who, while included in the general term, are brought into an especial prominence. Now, all that could be legitimately gathered from {vi 30705}{/vi} is, that "and those" does not necessarily exclude the persons spoken of from a previous general statement. The grammar of the sentence shows no more than this; so that, in order to determine whether they are or are not included, we are forced to look elsewhere. The idea I do not combat is that first we have the account of the blessed portion of saints in the millennial reign, but besides, the prophet sees a particular class of saints, answering to those described in {vi 30803}{/vi}, and another answering to those whom he had seen on the sea of glass, in chap. 15:2. First, then, there is the general statement: "I saw thrones, and they sat upon them, and judgment was given unto them." This, being general descriptions, the one of blessedness, and the other of judgment, at the Lord’s coming in glory. The portion of all the glorified saints is stated in the persons sitting upon thrones and judging, the next two clauses contemplate two classes, each in especial prominence, as having passed through especial trials. Not that these two classes embrace all who share in the thousand years’ reign.
d
In the RV a semicolon would have been preferable to a comma after "the word of God." For the Seer has before him two classes of sufferers in the disembodied state, and there the dividing line is marked by a change of construction.
