“hiss”
is often used in Scripture to express the idea of summoning (see, for example, Isa. 5:26; 7:18), and teaches here that the Lord in His own way will arrest the attention of His scattered people, make His mighty call to reach their hearts, and at the same time create in them a response to His word before He works out their deliverance.
