The circle of truths which God had to treat, in order to reveal to us the glory of Christ and to give us complete instruction according to His wisdom, is entire when the doctrine of the assembly is revealed. There were no others to be added. (Colossians 1 by J.N. Darby)
Completing the Word of God does not mean that Paul was the last to write the inspired Scriptures; we know that he was not. The Apostle John wrote his Gospel, and his epistles, and the book of Revelation some years later. However, those writings do not reveal any new truth concerning the Church—which is Paul’s point here. (The Fulness That Resides in Christ: Colossians 1-2:3 by B. Anstey)

The context suggests "complete" rather than "fulfil." There was a blank left in the revelations of God; and the apostle, as minister not only of the gospel but of the assembly, was given to complete the word of God, who would now manifest to His saints the mystery hidden from the ages and from the generations. Such was the dispensation or stewardship of God given him toward the Gentiles. It is not the mere idea of writing a book; for James and Peter and John had done this, and yet they could not be said "to complete the word of God." It was not only bringing out truths already revealed, but adding a certain portion that was unrevealed.
