The “congregation,” when called in a purely religious capacity (Ex. 12:16¹⁶And in the first day there shall be an holy convocation, and in the seventh day there shall be an holy convocation to you; no manner of work shall be done in them, save that which every man must eat, that only may be done of you. (Exodus 12:16); Lev. 23:2²Speak unto the children of Israel, and say unto them, Concerning the feasts of the Lord, which ye shall proclaim to be holy convocations, even these are my feasts. (Leviticus 23:2); Num. 28:18¹⁸In the first day shall be an holy convocation; ye shall do no manner of servile work therein: (Numbers 28:18)).

Concise Bible Dictionary:

“A calling together,” and always called “holy.” The occasions called “holy convocations” are specially given in Leviticus 23 when the Feasts are recorded; they included the Sabbath, and ended with the Feast of Tabernacles. “These are the feasts of the Lord, which ye shall proclaim to be holy convocations, to offer an offering made by fire unto the Lord” (Lev. 23:37³⁷These are the feasts of the Lord, which ye shall proclaim to be holy convocations, to offer an offering made by fire unto the Lord, a burnt offering, and a meat offering, a sacrifice, and drink offerings, every thing upon his day: (Leviticus 23:37)).
