Are appointed by God.
Rom. 13:1
1
Let every soul be subject unto the higher powers. For there is no power but of God: the powers that be are ordained of God. (Romans 13:1)

Are ministers of God.
Rom. 13:4, 6
4
For he is the minister of God to thee for good. But if thou do that which is evil, be afraid; for he beareth not the sword in vain: for he is the minister of God, a revenger to execute wrath upon him that doeth evil. (Romans 13:4)

For for this cause pay ye tribute also: for they are God's ministers, attending continually upon this very thing. (Romans 13:6)

Purpose of their appointment.
Rom. 13:4

Their office to be respected.
Acts 23:5

Then said Paul, I wist not, brethren, that he was the high priest: for it is written, Thou shalt not speak evil of the ruler of thy people. (Acts 23:5)

Are not a terror to the good, but to the evil.
Rom. 13:3

For rulers are not a terror to good works, but to the evil. Wilt thou then not be afraid of the power? do that which is good, and thou shalt have praise of the same: (Romans 13:3)

To be wisely selected and appointed.
Ex. 18:21

Moreover thou shalt provide out of all the people able men, such as fear God, men of truth, hating covetousness; and place such over them, to be rulers of thousands, and rulers of hundreds, rulers of fifties, and rulers of tens: (Exodus 18:21)

Ezra 7:25

And thou, Ezra, after the wisdom of thy God, that is in thine hand, set magistrates and judges, which may judge all the people that are beyond the river, all such as know the laws of thy God; and teach ye them that know them not. (Ezra 7:25)

To be prayed for.
1 Tim. 2:1, 2

I exhort therefore, that, first of all, supplications, prayers, intercessions, and giving of thanks, be made for all men;

For kings, and for all that are in authority; that we may lead a quiet and peaceable life in all godliness and honesty. (1 Timothy 2:1‑2)

Rule in the fear of God.

The God of Israel said, the Rock of Israel spake to me, He that ruleth over men must be just, ruling in the fear of God. (2 Samuel 23:3)

Wherefore now let the fear of the Lord be upon you; take heed and do it: for there is no iniquity with the Lord our God, nor respect of persons, nor taking of gifts. (2 Chronicles 19:7)

Know the law of God.
Ezra 7:25

And thou, Ezra, after the wisdom of thy God, that is in thine hand, set magistrates and judges, which may judge all the people that are beyond the river, all such as know the laws of thy God; and teach ye them that know them not. (Ezra 7:25)

Be faithful to the Sovereign.
Dan. 6:4

Then the presidents and princes sought to find occasion against Daniel concerning the kingdom; but they could find none occasion nor fault; forasmuch as he was faithful, neither was there any error or fault found in him. (Daniel 6:4)

Enforce the laws.
Ezra 7:26

And whosoever will not do the law of thy God, and the law of the king, let judgment be executed speedily upon him, whether it be unto death, or to banishment, or to confiscation of goods, or to imprisonment. (Ezra 7:26)

Judge wisely. 1 Kin. 3:16-28.
Hate covetousness.
Ex. 18:21

Not take bribes.

Judge for God, not for man.
2 Chr. 19:6

And said to the judges, Take heed what ye do: for ye judge not for man, but for the Lord, who is with you in the judgment. (2 Chronicles 19:6)

Judge righteously.
Deut. 1:16

And I charged your judges at that time, saying, Hear the causes between your brethren, and judge righteously between every man and his brother, and the stranger that is with him. (Deuteronomy 1:16)
