He gives Simon a new name. As God had given to Abraham, Sarah, etc., because of some fresh manifestation of Himself, so does the Son of God. (Remarks on Matthew 16:1-19 by W. Kelly)
What rock? The confession Peter had made that Jesus was the Son of the living God. On this the Church is built. Israel was governed by a law; the Church is raised on a solid and imperishable and divine foundation — on the person of the Son of the living God. (Remarks on Matthew 16:1-19 by W. Kelly)
Thou art Peter — thou art a stone: a man that derivest thy name from this Rock on which the Church is built. (Remarks on Matthew 16:1-19 by W. Kelly)
It is not, I have been building; but I will build My Church. He had not built it yet, nor begun to build it: it was altogether new. (Remarks on Matthew 16:1-19 by W. Kelly)
Clearly something that He was going to erect upon the confession that He was the Son of the living God, whom death could not conquer, but only give occasion to the shining forth of His glory by resurrection. "Upon this rock I will build My Church, and the gates of hades" — the power of death — "shall not prevail against it." (Remarks on Matthew 16:1-19 by W. Kelly)

J. N. Darby Translation

+
18
And *I* also, I say unto thee that *thou* art Peterh, and on this rock I will build my assembly, and hades’ gatesi shall not prevail against it.

JND Translation Notes

+
h
"A stone."
i
Or "gates of hades." These words are rather in a remarkable manner without the article, giving the character of the power rather than a particular object before the mind.

W. Kelly Translation

+
18
And I alsoa, I say unto thee that thou art Peter, and on this rockb I will build my assembly, and hades’ gates shall not prevail against it.

WK Translation Notes

+
a
It is not only that the Father had revealed that, but the Lord adds His revelation also to Peter. For it is not, "I say also," but "I also say." Indeed, that is the true, real force of the verse. My Father hath revealed it, "and I also say unto thee..."
b
None can deny that the revelation given expressly distinguishes a stone from the rock. And it is inconceivable that any should be unable to mark the difference of ideas so distinct, as it is corrupting the faith to level down the Lord in order to raise Peter to the same height.
