Here it is evident that the Lord contemplated the union of the cure of bodily diseases with the forgiveness of sins in the same people and at the same time. When will this be? When God takes the government of the world into His own hands. (Remarks on Matthew 9:1-35 by W. Kelly)
There was a proof of the reality of the forgiveness in the fact that the disease was healed before their eyes. The union of these two things ought forcibly to have struck a scribe. Exousia, "right," "authority." see Note, ch. 10.1 and John 10.18.

W. Kelly Translation

But that ye may know that the Son of man has powera on earth to forgive sins, (then he says to the paralytic,) Rise up, take up thy bed and go to thy house.

The truth is that the usage does imply "power" (vs. 8) as well as "authority." It is a nice point, sometimes, to meditate which predominates. Compare {vi 30844;30851;30860;30879;31045}{/vi}.
