This verse sets before us, not the nature of God, but the intimacy, as we have said, of a positive relationship. Hence it is according to the good pleasure of His will. He may have angels before Him as servants; it was His will to have sons. (Ephesians 1 by J.N. Darby)
He adds, “Unto himself.” One might say this is implied in the word “adoption.” But the Spirit would particularize this thought to our hearts, that the Father chooses to have us in an intimate relationship with Himself as sons. (Ephesians 1 by J.N. Darby)
In verses 4-6 our own portion in Christ before God is developed. Verse 4 depends on the name of God; verse 5, on that of Father. (Ephesians 1 by J.N. Darby)
This verse sets before us, not the nature of God, but the intimacy, as we have said, of a positive relationship. Hence it is according to the good pleasure of His will. He may have angels before Him as servants; it was His will to have sons. (Ephesians 1 by J.N. Darby)
“Unto himself.” One might say this is implied in the word “adoption.” But the Spirit would particularize this thought to our hearts, that the Father chooses to have us in an intimate relationship with Himself as sons. (Ephesians 1 by J.N. Darby)
When we hear of the good pleasure of His will, we have language suitable to sovereign special love—that which He displays in order to manifest His own favor. But when we hear of “holy and without blame,” (v.4) it is God who has chosen us for it. (Remarks on Ephesians 1:4-14 by W. Kelly)
We might be there holy and without blame before Him in love, yet simply as servants. Her Majesty the Queen may surround herself with servants to do her will….But it is not as mere servants, but as sons we shall be there—consciously as sons: not merely standing there, like angels, as ministers of His pleasure, but there as those who take an interest in what He is interested in. We shall feel not merely for Him, but with Him. (Remarks on Ephesians 1:4-14 by W. Kelly)

JND Translation Notes

+
d
The word translated "marked out beforehand" involves purpose. It is not "counsel," though it is "according to the good pleasure of his will," and, in ver. 11, "according to his purpose," and "according to the counsel of his own will." The word horizo means "mark out," "determine," as in Rom. 1.4; here pro (beforehand) is prefixed. It refers generally to persons, but is applied to things as in 1 Cor. 2.7. When applied to persons, that to which they are destined is always added.
e
Or "sonship," as Gal. 4.5.
