who is the figure.Or "type (pattern, or resemblance, [tupos ,]) of him who was to come," i.e., THE MESSIAH.
Mr. Baxter remarks, It is indeed interesting to compare, on Scripture authority, Adam as the root of sin and death to all, with CHRIST, who is to all true Christians the root of holiness and life.
Men, between Adam and Moses, when there was no question of a law, as there was both before and after that interval, died just the same—sin reigned. (Romans 5:12-21 by J.N. Darby)
Adam had received a direct (oral) command from God (Gen. 2:16-17), so his disobedience was a definite transgression. (The Doctrine of DeliveranceFrom Sin: Romans 5:12-7:6 by B. Anstey)
Paul's point here is that, regardless of whether there was a stated law or not, sin was in the world, and this can be proved by the fact that death held its sway over the entire race during that time. (The Doctrine of DeliveranceFrom Sin: Romans 5:12-7:6 by B. Anstey)
Paul then says that Adam is a "figure of Him that was to come" (vs. 14b). This refers to Christ. It shows that He is also an Adam—that is, the head of a race of men. (The Doctrine of DeliveranceFrom Sin: Romans 5:12-7:6 by B. Anstey)

J. N. Darby Translation

+
14
but death reignedd from Adam until Moses, even upon those who had not sinned ine the likeness of Adam’s transgression, who is the figure of him to come.

JND Translation Notes

+
d
Or "has reigned," aorist.
e
Or "according to." "Sinned after" is not the sense here. It refers to Hos. 6.7, "They, like Adam, have transgressed the covenant." this of Israel. But they who had no law did not. The point here is the form or character in or with which anything happens; that which gives it its character.

W. Kelly Translation

+
14
but death reigned from Adam till Moses even over those that had not sinned in the likeness of Adam’s transgression, who is a figure of the coming [one].
