The nations that he was gathering unto him.

So it would seem most naturally to mean. The reduplication of the word expresses increase either of degree or of number. So Drs. Lee and Henderson understand. The KJV, with Luther, and others, interprets like the Syriac and Vulgate. The Jewish commentators too are divided. It is hard to see any tolerable sense in the version as it stands.
