The beginning of this verse may be rendered, "And Moses slew it, and took the blood," etc.
We find it expressly said in Exodus, that Moses slew the sacrifices.
Yet, in general, the offerer seems to have killed his own sacrifice.
 When Aaron’s sons are brought in, the altar is purified with blood, because we have got out of the mere personal excellency and title of Christ. (Leviticus 8-9 by J.N. Darby)
