There is no real difficulty with the expression "who is over all God"; for scripture is plain in attributing divinity to Christ. He is God, as is the Father, and also the Holy Spirit. He that was the perfect man was the very God, equally with the Father and the Holy Spirit. All things were made not only by Him but for Him. The absence of the article is a sign that character is meant to be conveyed, and has nothing to do with inferiority.
